1. Cut chicken into large pieces, peel potatoes and cut into large pieces, cut green peppers, onions and garlic into slices.
2. Pour plenty of water into the pot, add chicken, ginger and rice wine, boil for 3 minutes.
3. Heat a pan with oil over a high heat, add dried chilli, garlic and onion, and the chicken pieces from the water and stir for 2 minutes.
4. Add soybean paste and stir well with the chicken, then add potatoes and light soy sauce.
5. Pour warm water from the first pot over the chicken, turn the heat down, and simmer for 30 minutes, then add green pepper.
6. Take off the lid, turn up the heat, and simmer until the sauce becomes thickens.
